On a manual car there are three foot pedals located on the floor beneath the steering wheel. The accelerator, the brake and the clutch. The pedal on the right is the accelerator - often referred to as the gas pedal. This is the power pedal.
To make it very simple, the clutch connects the engine to the wheels. When you step on the clutch it disconnects the engine. This lets your car roll free, and lets the engine turn at any speed. You do this when you come to a stop because the wheels are not moving and you want your engine to keep turning.
Clutch control refers to the act of controlling the speed of a vehicle with a manual transmission by partially engaging the clutch plate, using the clutch pedal instead of (or in conjunction with) the accelerator pedal.
